The Three Pure Ones' Decree

When Zhang Youren completed his final kalpa, the Three Pure Ones — the highest gods of Daoism, beings who exist beyond form and name — descended from the realm of pure cosmic principle. Yuanshi Tianzun (the Primeval Lord of Heaven), Lingbao Tianzun (the Universal Lord of the Numinous Treasure), and Daode Tianzun (the Celestial Lord of the Way and Its Virtue, the deified Laozi) appeared before the completed cultivator. They proclaimed him the Jade Emperor, supreme sovereign of the Three Realms. The Dragon Throne materialized beneath him. The Cloud Palace rose around him. The celestial bureaucracy — every god, spirit, dragon king, city god, and mountain divinity — felt the shift in the cosmic order. The throne that sits above all other thrones had found its occupant.

His authority is absolute. Heaven, Earth, and the Underworld — all three realms of existence — fall under his jurisdiction. The Dragon Kings of the Four Seas report to him. Even the Buddha, though independent in the Western Paradise, acknowledges the Jade Emperor's administrative authority over the celestial realm. He is not the creator of the universe — that role belongs to the Dao itself — but he is its supreme governor. His word determines the fate of immortals.
